It's easy to evaluate human capital management (HCM) software based on features, pricing, or implementation speed alone. But smart buyers know the right solution is about more than the technology itself — it's about choosing a vendor that can become a trusted partner in your organization's success.
Before committing to an HCM solution, consider these five strategic questions.
1. Can the platform handle your operational reality?
Consider how the vendor would approach your most challenging pay rule, or how the platform would help you reach your active, in-the-field frontline employees. The more complex your workforce, the more important it is to have a system that handles those realities without adding extra work for your teams.
A case in point is Bunzl Distribution USA, a leading distributor of food packaging, supplies, and products. Bunzl has around 200 warehouse locations and 8,000 employees serving customers across the US, Canada, and Mexico, and its complex infrastructure requires a highly adaptable, automated HCM to flex across multiple states, countries, and time zones.

2. Does the vendor know your industry?
A vendor with experience in your sector has likely encountered your particular workforce planning challenges, critical regulations, or pay rules — and built for them. That experience can help make implementation smoother and ensure the technology better reflects how your organization actually operates.
For WPS Health Solutions, one of Wisconsin's largest health insurance providers, having a partner with deep knowledge of the business, as well as sector experience, was imperative.
"They know our business, our skill sets, our UKG system, how we use it, and how we want to use it," says Brandon Dorr, director of people technologies at WPS. "Time savings, cost savings, and fewer errors are byproducts of their system knowledge and understanding of our business."
3. How can the tool's AI instantly improve your workforce?
Nearly every demo promises AI. What matters is whether the technology can actually support your people and workforce operations. Ask the vendor how its AI works with the workforce challenges your teams face every day.
Keep in mind the answer also depends on the data. In a 2024 IBM Institute for Business Value survey, "only 29% of technology leaders strongly agree[d] their organization's data [met] the quality, accessibility, and security standards that support the efficient scaling of generative AI." When workforce data is fragmented across systems, AI may lack the full picture it needs to deliver useful results.

5. Is pricing transparent, and what happens as you evolve?
The final question involves pricing: What's included in the base price, what requires a separate module, and what does the number look like at one-and-a-half times today's headcount? Consider not just what the system costs today, but what it will take to support your organization as needs change.
"When you evaluate HCM technology, ask what it will actually make easier," says Gretchen Alarcon, general manager and senior vice president of enterprise HCM solutions at UKG. "Beyond eliminating manual work, does it give teams the information they need to make better decisions and reduce risk? Can it keep up as the organization grows and changes? That's where you start to see its long-term value."
Anyone can evaluate how quickly a platform goes live. Whether it still runs in year three — after regulations have changed, locations have been added, and your headcount has doubled — is harder to judge and far more expensive to fix.
