Temperatures will be cooler, especially for those in the higher elevations of the Desert Southwest and Four Corners, which could see an even more pronounced autumnal chill.
Weather will remain unsettled, as rain and thunderstorms are likely across those areas.
Beginning Thursday, southwest Texas will see the largest flooding concern heading into the weekend, as tropical moisture from Tropical Depression Vance funnels into the state.
Repeated rounds of showers and thunderstorms could bring widespread rainfall totals of 2 to 3 inches, with higher amounts up to 5 inches where storms repeatedly move over the same areas, the FOX Forecast Center said.
Some areas could see flash flooding, with a Level 2 out of 4 threat in effect on Thursday.
By Friday, the rain shifts into the Plains and Midwest. While mostly light rain at this point, some heavy rain could be possible. Generally wet conditions through Saturday are likely to disrupt some outdoor Halloween plans.
Temperatures will be 10 to 20 degrees above average, in the 70s.
The Northeast and Mid-Atlantic are expected to see the best weather of the weekend, with dry conditions for most of the regions as high pressure keeps the area quiet.
Mild temperatures in the low-to-mid 60s are likely to accompany, creating pleasant trick-or-treating conditions.

Temperatures in the Southeast will be warmer than usual, with highs in the mid to upper 70s.
Showers are forecast to push into parts of the region on Halloween, likely affecting some plans, especially closer to the Mississippi Valley and Gulf Coast, including areas like New Orleans.
Overall, trick-or-treaters everywhere except the Northeast and Mid-Atlantic are likely to need either a light jacket to stay warm or a raincoat and umbrella to stay dry.
